What is a Functional Capacity Assessment (FCA)?
A Functional Capacity Assessment is a comprehensive Occupational Therapy assessment that evaluates how a person’s physical, cognitive, psychosocial and environmental factors impact their ability to perform everyday activities.
Rather than focusing solely on diagnosis, the assessment translates impairment into practical functional impact, clearly describing:
Daily living capacity
Supervision and support needs
Risk considerations
Equipment or environmental requirements
Why are Occupational Therapists central to Functional Capacity Assessment?
Occupational Therapists are uniquely trained in analysing functional performance within real-world contexts. Assessment is grounded in:
Observation
Task analysis
Clinical reasoning
Grading of activity complexity
Occupational Therapy has a recognised history in functional analysis dating back to World War I, where structured methods were developed to analyse activity demands and adapt tasks safely and effectively.
This expertise enables clear translation of medical information into meaningful, practical recommendations that support informed decision-making.
How can a Functional Capacity Assessment be used?
Functional Capacity Assessments may be used in a range of contexts where structured functional evidence is required:
NDIS contexts
Access requests
Planning and plan review
Evidence of support needs and supervision requirements
Administrative Review Tribunal (ART) matters
Independent Occupational Therapy evidence relating to NDIA decisions
Assessment completed for review and decision-making (not treatment)
Hospital and inpatient settings
Discharge planning
Identification of safe discharge options
Equipment and environmental recommendations
Across all settings, the assessment translates diagnostic information into clear functional evidence to support consistent eligibility, planning and risk decisions.
